Try the Panasonic TZ3 or the TZ5 if you want video (more expensive because its new but for just pictures get the TZ3). It'll do the job you want at a very decent price. Of course it's not a DSLR, but check it out.

Is it for those born in Isreal and relocated out of the country or those also born outside of Isreal as well?

Don't worry about the camera, you can always get a pocket size camera and go back later in life with a digital SLR. One thing I wished I took advantage of was the discounts in Europe for the young travellers but I kept telling myself, I need this and that before I go and before I knew it, I turned 33.
